		<description>Luckily I don't have to drive my Porsche in London although I do feel we get a rough ride in Switzerland. I can't believe the cheeky speed cameras here, hidden behind bushes, bridges and in tunnels. Thats one thing I love about the UK, the big yellow sign that says "slow down for this bit".
Whats all the fuss about climate change? We had an ice age a few years back.....</description>

There is a difference between the two groups of people. It is possible to be considered poor and still have vehicle ownership.

Yes exactly, it's a congestion charge. And the impact of congestion is a) more traffic delays and b) additional pollution. So it's not unreasonable that bigger polluters should pay more. If the 30,000 worst polluters are removed then that can only be a good thing.

It is not a rich/poor tax it is an emission tax and most poorer people drive older cars with higher emissions. So they are affected more. Richer people will just pay it.
