		<description>It's important to talk about talking. And to talk about talking about talking. Naturally, this must be done in a nice sunny place distant from home with room service. 

BH Liddel Hart wrote about the importance of timing in presenting your suggested solution to a problem. Apparently, a Cabinet meeting which has been unable to reach a decision for four hours will be able to reach one just before lunch. So, Liddel Hart said, the canny negotiator will save their suggestion for just before lunch. 

I'm sure the same principle must apply to international negotiations. Just before lunch present them with a one-page document offering your suggestion. "Hmmm, what? Oh. Um. Okay." They all sign. Done! :D</description>
